Complying with DoD RFID Requirements

DFARS CLAUSE:  252.211-7006
Supplier's Passive RFID Implementation Guide
Mil-Std-129P Change 4

Department of Defense (DoD) contracts issued with reference to DFARS clause 252.211-7006 create the RFID-tagging mandate as a condition of contract award.  Other DoD issued documents dictate how the RFID labels are created, encoded, validated, applied, tracked and transmitted.  The unique (24 Character) RFID-serial number is required to be transmitted to the DoD upon shipment via the ASN or Invoicing and Receiving Report - typically through Wide Area Workflow (WAWF).

DoD RFID Compliance

Government Contractors are required to apply uniquely serialized RFID tags to case shipments (exterior containers) and palletized unit load shipments (pallets).  The RFID tags must follow the EPC Class 1, Gen 2 standard at a frequency range of 860 MHz to 960 MHz.  The RFID serial number must be encoded, or 'burned-in' to the RFID chip according to the Suppliers' Passive RFID Guide.

Suppliers Passive RFID Guide Madates RFID Tag Placement

RFID Tag Placement on Pallets and Exteriors (Cases)

Suppliers must ensure that: 1) the data encoded on each passive RFID tag are globally unique (maintained by the supplier); 2) each passive tag is readable at the time of shipment; 3) the passive tag is affixed at the appropriate location on the specific level(s) of packaging; and 4) the ASN and all associated RFID data are submitted thru WAWF.

If the supplier fails to meet this contractual obligation, shipments may be rejected on-site by the QAR or at the point of receipt.  Shipments may become frustrated, delaying payment to the contractor.  The contractor's quality score may be negatively impacted.

Why EasySoft?

EasySoft can provide the contractor with a range of solutions for dealing with the RFID mandate. These include pre-printed tags or specialized barcoding software that can print to RFID-equipped printers.  Specialized devices for RFID verification at the point of shipment are also available.

Related Compliance Issues:

Mil-Std-129P dictates placement of RFID labels and how they relate to other packaging labels required by the standard.

Wide Area Workflow and other EDI standard cover the formatting and transmission of RFID serial numbers and their relation to contract line items in a shipment.
