What is an Exterior Container?
 

Mil-Std-129P Change 4, Section 3.48 Defines the Exterior Container as... "A container, bundle, or assembly that is sufficient by reason of material, design, and construction to protect unit packs and intermediate containers and their contents during shipment and storage. It can be a unit pack or a container with a combination of unit packs or intermediate containers. An exterior container may or may not be used as a shipping container." 

If it is a loose shipping container such as a case that is shipping parcel, it is an exterior container (regardless of whether it only holds a single or multiple units).  A pallet is an exterior container.  Cases that are shrink wrapped on a pallet are also considered Exterior Containers.

What type of markings go on Exterior Containers?
 
 

Mil-Std-129P Change 4, Section 4.1.2 identifies the required information as follows in this order:

Code 39 Barcode of the NSN/NATO stock number
Code 39 Barcode of the contract or order number (including the call number)
Code 39 Barcode of the CAGE code of the company awarded the contract
Code 39 Barcode of the Contractor Shipment Number
Code 39 Barcode of the CLIN (when used)

How do I apply the Exterior Container label?
 

Mil-Std-129P Change 4, Section 4.3 specifies placement of exterior container identification markings as follows:

"The exact location of the identification markings may vary slightly. They shall be applied to the upper left two-thirds of the side of the container having the greatest overall, usable marking surface.... 

Boxes and crates 10 cubic feet and over shall have additional identification markings placed on the end of the container to the left of the identification-marked side.."
